DOE Finalizes Regional Standards Enforcement

Regional Map

The Department of Energy (DOE) has issued a pre-publication of its finalized enforcement plan for the Regional Standard on central & single packaged air conditioners. At this time, there are no published enforcement standards for heat pumps.

Once the final rule is published, you will have 30 days to comply with the enforcement plan. The plan is listed below. Please note, the dates are tentative, pending publication of the Final Rule of the Enforcement Plan in the Federal Register.

As a contractor, if you are installing split system or package air conditioning product in the Southeast or Southwest region, effective around July 11, 2016, you will need to ensure that you are maintaining the following information about the units:

  • Manufacturer
  • Model Number
  • Serial Number
  • Date unit was purchased
  • Contact information from whom the unit was purchased (distributor contact info)
  • Date the unit was sold
  • Contact information of the purchaser (name/ address/ phone number of the homeowner)
  • Delivery address (if applicable/different from the purchaser’s contact info)
  • Installation location and contact information (name & address where the unit was installed)

You will need to maintain this information for 4 years.

Federal Tax Credits on Qualifying Residential Indoor Comfort Systems

The Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 has been extended and revised to provide federal tax credits on qualifying, high-efficiency residential HVAC products and systems through December 31, 2016.

Many Amana systems qualify for these rebates. Goodman has provided tax credit information and a tax certificate for each tax credit product type to the amana-hac web site.

From Goodman:

  • The maximum amount an eligible homeowner may receive in federal tax credits for purchasing and installing qualifying products, whether those purchases are in the form of upgraded insulation, windows, HVAC equipment or other eligible improvements, is now 10% of the cost of the improvement, including installation costs, up to $500 (there are per-item limits).

  • The $500 tax credit amount is reduced by the total amount of residential energy property credits a homeowner has claimed for purchases between 2006 and 2016. If a residential homeowner has already claimed single-family home tax credits of $500 or more from improvements made prior to 2016, he or she cannot claim any new tax credits during 2016.

  • All furnaces and boilers, whether fueled by natural gas, propane or fuel oil, must have an AFUE rating of 95% or higher to be eligible.

  • Products or units must be installed between January 1, 2009, and December 31, 2016, to be eligible for tax credits.

Tax-Credit-Table

Requires:
Installation in an existing home (principal residence only). Not available on new construction or rentals. Complete details of the programs are available here.

GSC and GSH Dry Charge Units Discontinued by Goodman

Goodman Manufacturing has discontinued the production of GSC and GSH dry charge units and no longer has product available for purchase.

HVAC Distributors has limited inventory of dry charge units available for purchase. If you have an R-22 replacement job, please contact us at 800.228.4822 for current inventory.

This discontinuation means also that you should begin developing your strategy for discussing R-410A system replacements with your customers.

Benefits of an R-410A System to a Homeowner

  • Based on the current price of R-22, complete system replacements with an R-410A charged outdoor unit can be more cost-effective than component replacements that require an R-22 charge.
  • R-410A systems are eligible for extended service agreements (if your company offers them) for additional peace of mind. Dry charge units were not eligible for extended warranties.
  • Based on improvements to HVAC systems over the last 20 years, homeowners can enjoy lower energy bills from newer systems.

Note: Amounts represent the energy consumption in occupied primary housing units.
  • Based on the Montreal Protocol, R-22 will be phased out of manufacturer production by 2020, so the homeowner is only delaying the inevitable change to a new system.
  • There are a variety of federal and local energy efficiency rebates that can be used to finance the new, higher efficiency (16 SEER+) system.

We can help you develop strategies to guide your customers through this transition. Call your account manager or local branch for tools and product recommendations.

A Note From HVAC Distributors’ Tech Service Department: It is not recommended to connect an R-410A outdoor unit to an indoor unit of an R-22 system. This type of system mismatch voids the outdoor unit warranty and will shorten the life of the overall system.
